<p>On October 1, 2025, the US federal government shut down. This is an intermittent occurrence caused by disagreement between factions of the politicians that represent our ruling class. Whether there is a real conflict behind the scenes among ruling class interests is impossible to deduce for certain, but for the Communist it represents an opportunity to strike and make our position known among the masses.</p>



<p>Federal government shutdowns are triggered when the federal legislature fails to pass a budget bill to fund government operations. Of course, the shutdown doesn’t <em>actually</em><strong><em> </em></strong>incapacitate the government — the executive branch (the White House) marks certain agencies as “essential” and continues funding them despite the lack of the funding bill. This reveals what the ruling class actually sees as the “essential” functions of the US government.</p>



<p>The Department of the Interior has furloughed most of its employees, leaving federal parks understaffed but open (64% of staff). National parks also maintain their law enforcement, fire suppression, emergency response, and power maintenance staff. The Federal Aviation Administration (FAA) will furlough all but 33,500 of its employees and those will be working without pay to ensure that air travel remains operational.</p>



<p>The Department of Education will continue to collect student loans and send out billing statements.</p>



<p>The Pentagon will be unable to pay over one million people serving in the US military, to award new contracts, or to start new programs. Elective surgeries and procedures in military medical and dental facilities are being postponed. If the shutdown is not resolved by October 15, troops will miss their first paycheck.</p>



<p>The IRS will keep all of its employees.</p>



<p>The Department of Health and Human Services is sending 40% of its workforce on furlough. The National Institutes of Health is putting three quarters of its staff on furlough and stopped basic research. Two-thirds of the CDC is being furloughed. The FDA will continue to function, but its staff will work without pay.</p>



<p>The VA (Veterans Affairs) has separate money available that was provided by Congress.</p>



<p>All workers tasked with processing oil and natural gas drilling permits and coal mining operations will continue to work. Regulatory and enforcement work of the EPA will cease. The FTC, which is currently overseeing the prosecution of big cases against tech companies, will furlough all but its commissioners and a small pool of staff. Lawyers who are litigating must request suspension of dates in cases like the FTC’s antitrust case against Amazon. Wall Street regulators are suspended with only 9% of the Securities and Exchange Commission remaining in place and 6% of the Commodity Futures Trading Commission workers remaining on the job.</p>



<p>The Cybersecurity and Infrastructure Security Agency will continue to employ less than 900 of its 2,500 people.</p>



<p>HUD’s Section 8 housing budget will rapidly be depleted. All processing will be halted at HUD. SNAP and WIC will continue to run until the end of October, when the funding for those programs is in question. When they will cease is not yet public.</p>



<h1 class="wp-block-heading">Why Did the Government Shut Down?</h1>



<p>The Democrats have finally taken a concrete action “against” the MAGA government — or at least, so it would appear. The bourgeois news media has announced the loggerheads between the GOP and Democrats over the past few weeks, ostensibly over extending healthcare tax credits (which makes health insurance cheaper), reversal of cuts to Medicaid, and opposition to spending cuts in health agencies.</p>



<p>This disagreement, with the Democrats loudly proclaiming they will not fund the government unless the GOP makes concessions here, is the public reason for the budgetary fight. The Democrats claim they will not agree to any budget bill that doesn’t address these three concerns.</p>



<p>What, however, is the material result of the shutdown? The Trump White House has been slashing government spending and firing federal workers since the beginning of the term. The GOP brought in private capitalist and apartheid billionaire Elon Musk, along with a hit squad of finance and business children, to attack the bottom line of many executive agencies. The shutdown is an exercise in “belt tightening” of a kind that the <a href="https://clarion.unity-struggle-unity.org/2023-06-05-the-two-faces-of-fascism/">right-fascist</a> coalition has been craving since the beginning of this presidential term.</p>



<p><strong>Why would the GOP cave on any budgetary issue when the president is attempting to dismantle the federal executive agencies anyway? </strong>This is the culmination of decades of “lawfare” and legal maneuvering by the <a href="https://clarion.unity-struggle-unity.org/fascism-unveiled/">Federalist Society</a>, a clave of <a href="https://clarion.unity-struggle-unity.org/the-society-behind-the-court-the-federalists-and-the-supreme-courts-fascist-blitzkrieg/">lawyers and judges</a> that seeks to return more direct power to the ruling class capitalists by dismantling the safety rails constructed over the 20th century and bring the US back to its early 20th-century roots, before the triumph of the Bolshevik and Chinese Revolutions made waves around the world, forcing the imperialist countries into a stage of imperialist bribery for portions of their populations.</p>



<p><strong>Any and all “temporary” measures taken by the White House during this “crisis” stand a chance of becoming permanent.</strong> The Democratic Party will eventually capitulate in the face of the shutdown, funding the government without winning any significant reforms. They will then turn around and try to fundraise on their “bravery.”</p>



<h1 class="wp-block-heading">Organize Mass Meetings</h1>



<p>As a result of the shutdown, the government will at least temporarily cease issuing reports on market data, which will cause confusion among its central bankers and may lead to sharp declines on the stock market. If the shutdown goes on for long enough to cause furloughed government workers to miss pay day on October 15th, we should expect a sharp contraction in the economy. Many families and individuals will be unable to secure Section 8 housing or other federal benefits and the strain on local social services will increase, requiring extra help that Communists should stand ready to provide. Federal workers will be in a state of emotional and economic vulnerability and shock. Ideologically Democratic workers will be confused and angry. Petty-bourgeois and small-time government contractors will begin to fail as their sources of income dry up. This will free at least some of these petty-bourgeois workers and small owners from their present ideological shackles. They too easily slide into reaction, but this can be overcome if there is a Communist movement present to educate them.</p>



<p>This is the time to vigorously attack the legitimacy of the government in which this kind of disarray is a regular risk, but even more it is the time to expose the logic of class warfare that underlies government action. The main questions that present themselves are:</p>



<ol class="wp-block-list">
<li>Why is this (the shutdown) the only option to get the kinds of change the Democrats are trying to get? That is, why is the US government structured in such a way that this <strong>can</strong> happen, and why are regular working people shut out from any means to influence its outcome?</li>



<li>What is the strategic reasoning behind this shutdown? It intensifies the contradiction between the capitalist and the workers.</li>



<li>What can we do about it? Why are the corporations and capitalists organized to achieve political ends in this fashion, but we are not organized enough to have <strong>our</strong> needs met?</li>
</ol>



<p>Organizations should be agitating on these lines among their communities. This is the time to call mass meetings to help address the problems that will begin to arise as a result of the shutdown, as well as to answer the questions the shutdown presents. Literature should be distributed on street-corners and government offices. Meetings should be held about the failings of the federal government and both bourgeois parties that led us to this impasse.</p>



<p>The bottom line is that the country — the US and all its legal forms and structures — doesn’t exist to help the working class; it exists, at bottom, for the wealthy. It takes its shape from the needs of the wealthy, the capitalist class, and whatever is agreed upon is best among them. This land is not “our” land. In a very real sense, it’s theirs. It is the task of the decolonial Marxist-Leninist to ensure that “they” — the ruling class — no longer controls it and the land itself is rematriated to the Indigenous peoples through a comprehensive system of land and political reform: the social revolution. We can make ideological inroads on this process now.</p>



<p>When the ruling class is flush and internationally powerful, it sends its client politicians to dispense largesse. When, as now, it is embattled, its politicians push austerity and white nationalism, which is the semi-concealed principle upon which the US state is built.</p>



<p>As the capitalists attempt to reorganize their imperial system, they are uniquely vulnerable. The working people of the US are primed to accept arguments that will break them away from the labor-aristocratic or petty-bourgeois class standing that leads them time and time again to align with their own ruling class against the world in the hopes of receiving good jobs, artificially cheap televisions, computers, and cars, and all the other fruits of empire. If we build this subjective consciousness <em>now</em>, while the iron is hot, we can temper it to resist later reversals and blandishments.</p>

<h2 class="wp-block-heading">Understanding the Shutdown</h2>



<p>The federal government has been shut down by an apparent disagreement between the Republicans and Democrats in Congress. After ten months of lying down in front of the MAGA agenda, the Democrats have chosen to take a stand to <em>help Trump</em> and his White House dismantle the federal government by shutting it down.</p>



<p>This government isn’t by the people or for the people. That’s a misunderstanding, one that the ruling class is only too happy to perpetuate. When the founders of this country said that, they meant it was a government by and for white settler land-owning men. <em>Not much has changed!</em></p>



<p><strong></strong>When the ruling class is strong and successfully bleeding the world, it is “kind” to us — out of self-preservation! When it’s weak, like today, it takes that kindness away.</p>



<p>Come to a mass meeting! We will ask — and answer — the most important questions about the shutdown and all the schemes of the ruling class:</p>

<p>Yesterday, on September 10, 2025, the white supremacist nazi Charlie Kirk was shot dead at a hate rally. Sorry, Charlie! He was silenced in the midst of a racist screed about the origins of gun violence in the US — one he’s practiced before. He was merely expressing the unspoken rules of gun ownership in the United States out loud.</p>



<p>Kirk was asked “Do you know how many transgender Americans have been mass shooters over the last ten years?” The nazi replied, “Too many.” The audience member responded, “In America, it’s five. Now, five is a lot, right, I’m going to give you — I’m going to give you some credit. Do you know how many mass shooters there have been in America over the last ten years?”</p>



<p>Kirk replied, in his last words, “Counting or not counting gang violence?”</p>



<p>What stirring last words! Why did he spend his final breath asking his audience whether they wanted to count “gang violence” in the list of mass shootings? Because for Charlie Kirk and the ruling class, the question of gun ownership is simple. <strong>Every person should own a gun. </strong>The unspoken corollary to that is that <strong>only property owners are people.</strong></p>



<p>For Charlie Kirk, as for the many others in the ruling class, <strong>rights are for property owners. </strong>Property owners are overwhelmingly white, overwhelmingly men. Kirk knew that. He didn’t want “criminals” to own guns, and wouldn’t you know it, many “crimes” are defined or criminalized by <strong>poverty</strong>. He doesn’t want trans people to own guns, only cis people. Kirk stood for the proposition that <strong>all cis white men</strong> should own a house and a gun, they should patrol the internal frontier of their country against the poor, against Black people, against trans people, and against workers.</p>



<p>Sorry, Charlie! </p>



<p>We have not one tear to shed for Mr. Kirk, his backers, his supporters, or his ruling class friends. And unlike Mr. Kirk, we don’t agree that property owners should have guns. <strong>Only the working class, the poor, the sex-oppressed, the nationally oppressed and their agents, organizations, and tribunes should be armed. </strong>Until that day comes, Mr. Kirks’ allies will continue to talk out of the side of their necks.</p>

<p>Fascism is ascendant in the imperial core. The U.S. and its junior partners are waging an increasingly bloody war on all fronts, in an attempt to bolster the decaying husk of capital. The foot soldiers in this war are the police. Armed to the teeth and trained to kill, police are positioned as an occupying force in every locale across the empire. The <a href="https://mappingpoliceviolence.us/">violence perpetrated by police</a> increases in magnitude with each passing year, with the targets of this violence being overwhelmingly the poor, Black, Indigenous, immigrant, queer, and disabled populations most despised by the empire. Even a cursory glance through the history of law enforcement in the U.S. exposes its role as the assault engine of white supremacy and capitalist hegemony.</p>



<p>Even before the settler-republic declared independence, slave patrols were organized to deal with the ever-growing population of enslaved African labor and the threat of rebellion. Hired guns would patrol the property, investigating and brutally punishing dissent, the possession of weapons, and attempted escapes. <a href="https://avalon.law.yale.edu/17th_century/art1613.asp">As far back as 1643,</a> the English colonies were organizing themselves into confederations, pledging to enforce each others’ “right” to the return of fugitive slaves and indentured servants:</p>

<p><em>It is also agreed that if any servant run away from his master into any other of these confederated Jurisdictions, that in such case, upon the certificate of one magistrate in the Jurisdiction out of which the said servant fled, or upon other due proof; the said servant shall be delivered, either to his master, or any other that pursues and brings such certificate or proof.</em></p>
</blockquote>



<p>Following the establishment of the United States, plantation owners quickly began entreating state legislatures to form standing patrols, as well as laws that explicitly targeted <em>all</em> Black people — regardless of their legal status. These fugitive slave laws and the patrollers enforcing them curtailed Black freedom of movement and assembly, subjected them to constant questioning, and inflicted unspeakably violent punishments. These practices spread throughout the colonies, and the institution of policing as a means of oppressing Black and Indigenous populations went from <em>ad hoc</em> posses to state machinery.</p>



<p>Following the U.S. civil war, despite the legal end of slavery, slave patrols prowled the countryside. Anti-Black violence, once perpetrated by pre-war slave-catching squads, took on the same form as anti-Indigenous violence: it shifted to the domain of terror groups such as the Ku Klux Klan. These vigilante terror organizations were, in many cases, composed of the elite of Southern and Western U.S. society: plantation owners, former Confederate officers, and ex-slave-catchers. Not only were these men enlisted by the secretive, semi-legal terror societies, but they also joined the rush of explicitly authorized “Indian fighters” – U.S. soldiers and cavalrymen, hired guns, and bounty hunters that poured into the Indigenous lands still left west of the Appalachian chain that the young settler-republic had determined must belong to white men.</p>



<p>To support this new drive, laws were carefully rewritten to empower police to enforce the political and economic repression of non-white people. This fundamental principle of U.S. settler law laid the foundation for the white-supremacist laws of today. The disproportionate impact of law enforcement on racialized populations has been <a href="https://naacp.org/resources/criminal-justice-fact-sheet">thoroughly</a> <a href="https://www.nacdl.org/Content/Race-and-Sentencing">examined</a> and <a href="https://www.sentencingproject.org/policy-brief/shadow-report-to-the-united-nations-on-racial-disparities-in-sentencing-in-the-united-states/">excoriated</a> for <a href="https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(21)01609-3/fulltext">decades</a>. The verdict is clear: law enforcement is systematically constructed to perpetuate white supremacy.</p>



<p>Since the creation of municipal and regional police in the 19th century, they have not only targeted Black and Indigenous persons. The police were not merely the enforcement arm of the theft of Native land and the suppression of Black labor; they have been the armed fist of capital, serving to <a href="https://harvardpolitics.com/police-unions-are-anti-labor/">break strikes, attack unions, and halt the labor movement in its tracks</a>. Capitalists have consistently called upon police, private security, and the military to break strikes, often with deadly force. Under the guise of “peacekeeping,” cops respond to mass demonstrations by cracking skulls. Since the cold war, the intelligence wing of law enforcement has used the specter of communism to harry and infiltrate militant labor movements. With the blood of thousands of workers on their hands, the presence of police “unions” in labor federations like AFL-CIO is a grotesque mockery. The police are not workers: they are our most violent oppressors.</p>



<p>Cops are not simply hapless mercenaries, selling their labor as cogs in a repressive machine. They are not blameless workers caught up in a Kafkaesque machinery beyond their capacity to change. They are active participants in murder, genocide, labor suppression, and all the heinous acts for which they were created. They are the <em>active agents</em> of colonial and imperialist oppression. Indeed, the nature of policing as a tool of enforcing white supremacy and capital hegemony makes it especially appealing to a particular class of ideological actors. Police forces are staffed by the most motivated white supremacists. Fascist militias are largely populated by cops (active and retired), military veterans, and small business owners, as well as those with aspirations to law enforcement. They dedicate huge amounts of time, money, and labor to organizations designed to enforce white supremacy – all while comfortably employed in service of an empire built on those ideals. Many such groups paint themselves as “anti-government,” because they believe the U.S. government is holding them back from their fascist aims. That is, they resent the fact that the state has itself attempted to regulate white supremacist violence into a form it can control; they long for the early settler-republic, when any white man could wreak his will with a riding crop, a fist, or a Colt and no one would gainsay him.</p>



<p>State-sanctioned violence and extrajudicial fascist terrorism cannot be so identified as pointing out a badge.&nbsp; In a recent database leak, exposing membership lists of the fascist Oathkeepers, numerous high ranking officers and sheriffs were identified among the hundreds of law enforcement officers on the books. One such lieutenant — who signed up for the Oathkeepers with the promise to use his position to recruit for the organization — was transferred to administrative duties upon knowledge of his involvement. <a href="https://www.cbsnews.com/pittsburgh/news/pittsburgh-police-lieutenant-on-duty-after-investigating-alleged-connection-oath-keepers/">Months later, he was back to his normal duties</a>, as if nothing had happened. The police are police whether they wear their badges or not.</p>



<p>Law enforcement often dedicates some labor toward monitoring white supremacist extremism, although this is <a href="https://theintercept.com/2019/10/22/terrorism-fbi-political-dissent/">vastly overshadowed</a> by its investment in tracking and attempting to entrap leftist organizations. <a href="https://www.washingtonpost.com/dc-md-va/2023/03/30/proud-boys-informants/?pwapi_token=eyJ0eXAiOiJKV1QiLCJhbGciOiJIUzI1NiJ9.eyJzdWJpZCI6Ijg0NDYzNzkiLCJyZWFzb24iOiJnaWZ0IiwibmJmIjoxNjgwMTQ4ODAwLCJpc3MiOiJzdWJzY3JpcHRpb25zIiwiZXhwIjoxNjgxNDQ0Nzk5LCJpYXQiOjE2ODAxNDg4MDAsImp0aSI6IjRkNGVlNDcyLWIzNGQtNGQ3Yi1iMTEyLTJjOGUxOTJjY2ZkZiIsInVybCI6Imh0dHBzOi8vd3d3Lndhc2hpbmd0b25wb3N0LmNvbS9kYy1tZC12YS8yMDIzLzAzLzMwL3Byb3VkLWJveXMtaW5mb3JtYW50cy8ifQ.OJLfju1P9hnW39yJXjJS7_N2hQthGRI_pVAlSXwrR0Y">Undercover agents and confidential informants </a>insinuated into fascist groups often fail to report vital information, use their position to testify in <em>defense</em> of these groups, or are simply ignored by their handlers. The FBI, generally tasked with handling these investigations, are simply uninterested in the incrimination of fascists, instead instructing their informants to gather intelligence on the opponents of fascism. Law enforcement is deeply invested in the project of maintaining a white supremacist status quo. It has a <a href="https://sci-hub.se/https://www.jstor.org/stable/3598144">long history</a> of surveilling and violently repressing those who seek liberation, while giving unending leeway to those who attempt to <em>heighten</em> that oppression.</p>



<p>The overlap between fascist groups and law enforcement is sporadically reported on by bourgeois institutions, including <a href="https://www.reuters.com/legal/government/prevalence-white-supremacists-law-enforcement-demands-drastic-change-2022-05-12/">media exposes</a>, <a href="https://fingfx.thomsonreuters.com/gfx/legaldocs/zjvqkmrkgvx/KKK%20IN%20THE%20PD%20WHITE%20SUPREMACIST%20POLICE%20AND%20WHAT%20TO%20DO%20ABOUT%20IT.pdf">academic reviews</a>, and even <a href="https://www.justsecurity.org/wp-content/uploads/2021/06/Jan-6-Clearinghouse-FBI-Intelligence-Assessment-White-Supremacist-Infiltration-of-Law-Enforcement-Oct-17-2006-UNREDACTED.pdf">intelligence reports</a>. Like all liberal exposes, however, these serve a dual purpose; by presenting the information, they defang it. The framework of these reports usually presents the presence of “bad apples” and promises that the issue merely needs some pressing reform. Thus, these liberal bourgeois reports disguise the fundamental nature of the white supremacist violence that pervades settler society. Through the lens of liberal “analysis,” all social ills are the result of scoundrels sullying otherwise valorous institutions. However, this misunderstands not just the material base out of which these very institutions were crafted in the first place, but also the insidious ways in which they get continuously reproduced, refined, and made more suitable to their primary purpose: maintaining the particular property relations of capitalism.</p>



<p>Policing presents its semi-legitimate face as “protecting the people,” originally with an explicitly racialized definition of “the people,” then retreating into implications and dog whistles. To bolster the white supremacist mythos that paints racialized populations as the source of civil strife, the ruling class has spent centuries pumping money into bad studies and employing racist professors to espouse the theory that certain populations are inherently “criminal.” Every new measure passed to empower the police has come with corresponding narratives stoking the fascist flames: “superpredators,” “crack epidemic,” “migrant caravans”. This has served to simultaneously drive recruitment and political support for the police from among the beneficiaries of white supremacy. The attractiveness of law enforcement to today’s fascists is unsurprising, given this historical context.</p>



<p>Law enforcement itself serves as a crucible of fascism, concentrating the most destructive aspects of the ideology into a superheated core. Its role as the violent arm of the state provides fertile soil for recruiting, training, and organizing nascent white supremacists into capable, radicalized cadres, indoctrinated with fascist ideology and inoculated against empathy. Combined with the tendencies of groups toward polarization (a meta-analysis of which can be found <a href="https://sci-hub.se/https://doi.org/10.1037/0022-3514.50.6.1141">here</a>), the overtly oppressive role of law enforcement creates an environment that drags its members toward fascist radicalization. This radicalization happens in much the same way that all institutions (fascist or not) mature into hegemonic forms, through the mutually-reinforcing processes of <strong>selection</strong> and <strong>intensification</strong>.</p>



<p>Selection is the process of sorting masses of individuals based on their demonstrated values and selecting the “best” — i.e. most well-suited to the group’s aims — for promotion, deeper into the institution. Although this can be a rigidly-defined process, as in the case of deliberately constructed organizations (such as workplaces), selection also takes place constantly throughout social life. Friend groups, community associations, activist circles, and more are constantly going through a loose process of selection; those who best fit in with the group and its purpose tend to find themselves more deeply involved in it, encouraged by those already integrated within it. The values being selected for vary from group to group, and can cover an immense range of criteria: specific skillsets, existing social ties, resources, even fashion sense or humor. The most common value being heuristically screened for, across all social structures, is how well an individual “clicks” with the existing group: like selects like. “Promotion,” of course, can also be a spectrum: anywhere from simply spending more time with like-minded individuals to actively being given more responsibilities and privileges within an organized structure. As specific traits get selected for, the individuals exhibiting those traits become better positioned to <em>do</em> the selecting, bringing in other individuals who share those same traits that brought them through the process themselves.</p>



<p>Intensification is the deepening of existing values, making individuals that move through an institution <em>become</em> more suited to the institution’s purpose. Again, this process can be explicit or informal, depending on the specific context. Individuals can be formally trained in specific skills, subjected to exercises designed to impart values and lessons through experience, go through rituals to promote group cohesion, or simply be subtly influenced by existing members of the group in a passive process of socialization. The more formally-organized a group is, the more explicit the programs of intensification that tend to be employed, but the social aspect is always present, and is often of the most relevance. As social creatures, humans are primed to modify our own behaviors and ideals to best integrate into our particular social environments. Over time, whether through passive or active means, groups tend to engender in their members deeper commitment and competence. Whether as education, radicalization, or collegiality, intensification works to define the character of both a group and the individuals within it.</p>



<p>These two processes act in concert, at all levels of institutions, playing into each other to best adapt a group to its niche. Selection elevates those individuals best adapted to modulate the intensification of others: the most charismatic speakers, the most skilled leaders, the most committed to the cause, inevitably find themselves brought up into a position to bring up their like-minded compatriots. Intensification serves as an indicator for selection, with those for whom the process yields the most favorable results increasingly demonstrating their fitness. Those who fail or refuse are seen as poorly-suited to the group and become ever-more estranged, if not outright ejected from the group. As an institution takes shape, these processes can cause it to calcify and regiment its process. Selection becomes increasingly based on set criteria, with explicitly delineated measures of promotion. Intensification practices become standardized trainings and rituals aimed at achieving specific results. But even in the absence of formal protocols, the social structure itself continues to set the pace of its own development, through the placement and shaping of its members.</p>



<p>Nowhere is this more typified than in the crucible of fascism. A new recruit on the force has already gone through several steps of selection and intensification that are adapted to the niche fascism aims to occupy. To even want to join, an individual must already believe in the myth of police as “peacekeepers.” They must ignore the blatant violent excesses of the institution. They already have an instinct toward protecting capitalist, white supremacy hegemony — whether they fully realize it or not. In other words, the police recruitment process itself has already selected for people who <em>tend</em> toward violence, chauvinism, ego, and myopia in service of capital (even if these traits are not always fully-formed in the novice). These traits are intensified during training, where recruits are taught laws, practice with firearms and other weapons, learn interrogation tactics, go through drills on handling “hostiles,” and more. Every step of the training serves to viscerally engrain in these recruits that they are the last line of defense for society against a violent, degenerate, implacable enemy, that their fellow brethren are comrades-in-arms, that the mission of the police is pure and righteous, worth laying down their very lives. They are taught that violent confrontation is not only inevitable, but <em>righteous</em>. In short, by the time they even become a full member of the force, people who were already filtered for traits suitable to fascism have already begun being radicalized into an ideological resentment toward the communities they police.</p>



<p>And then the process really gets started.</p>



<p>When that recruit walks into headquarters, he is entering a building absolutely packed with people who were just like him when <em>they</em> were recruits. Some were simply idealistic and justice-minded, without much regard for the obvious systemic horrors of the institution. Some were white supremacists from the beginning, and saw those horrors as noble. All of them went through a refinement process, and all have been modified by it in some way. They may have nervously laughed off bigoted comments, or they may have made some themselves to fit in. They may have seen squadmates commit acts of brutality, and thought to submit an official complaint — provoking the ire of their compatriots — or they may have eagerly joined in. They have spent every working day being exposed to propaganda, both informal and officially-sanctioned, about crime rates and the dangers of their profession and the fundamental threat posed by “certain communities.” They are promoted officially based on their arrests, tickets, experience, and the approval of higher ranking officers. They are promoted socially based on their cohesiveness within a group that has gone through these same radicalizing processes.</p>



<p>Those who couldn’t cut it — those who were too turned off by the systemic abuse, casual chauvinism, and blatant lies — are not in the room when that recruit walks in. Those who have best embraced that regressive atmosphere are introduced to him as mentors. In a radicalizing environment, the least radical have the least influence and the most radical dominate. In the case of police specifically, fascists find themselves easily making friends, enforcing “law and order,” and rising through the ranks, both institutionally and socially. They find themselves in positions of influence, and continue to shape the process that helped shape them. This attracts more of their ilk to the force, further impacting its development — and theirs. The state gains ever-more violent and rabid enforcers, while the fascists gain ever-more combat experience, fresh recruits, and institutional backing.</p>



<p>Whatever the particular proclivities of that recruit, he will find himself either becoming more immersed in the fascist milieu, more aligned with their ideals, tactics, and even extrajudicial organizations — or he will find himself ostracized, friendless, demoted, fired. The more the members of fascist militias integrate themselves into the (already fascistic) institution, the less common that latter outcome occurs. The initial selection process becomes implicitly more discerning, with potential recruits needing to meet a higher and higher threshold for what level of brutality they think is justified. The training and propaganda become more intense, directed as they are by those already selected for fascist allegiance. The distinction between state-sanctioned violence and paramilitary formations becomes more and more irrelevant.</p>



<p>This is the real reason all cops are bastards: all cops are subjected to a potent, omnipresent bastardization apparatus. They are recruited by fascists, trained by fascists, mentored by fascists, promoted by fascists. If they happen to join <em>another</em> fascist organization, that’s simply them branching out. And when they do, they bring with them tactical training, weapons proficiency, social prestige, state support, and an intensified clarity of purpose. The enemy of the working class is an active army: <a href="https://journals.sagepub.com/doi/full/10.1177/2053168017712885">well-armed</a>, well-resourced, well-organized, and highly motivated. They can be met with nothing less.</p>

<p>On the night of February 21st 2022 in Providence, Rhode Island, the Red Ink Community Library’s “Red Book Day,” which gathered anti-capitalist forces from around the state in the form of anarchists, socialists, and Communists for a celebration of the anniversary of the Communist Manifesto, was cut short by shrieked racist slurs and sieg heils. It was only forty-five minutes into the reading when a bloc of fascists, adorned with sonnenrads and SS symbols, arrived to bait the Communists and fellow travelers into a physical confrontation. The assembled leftists showed more bravery and self control than the neo-Nazis had anticipated, and when the incident was said and done everybody walked away unharmed. Even so, the boldness and belligerence of the neo-Nazi attack and the fact that they were were not only prepared for, but hoping to provoke an exchange of street violence, reveals the danger their formations pose to organizers in Rhode Island.</p>



<p>It is critical to understand that this is not an isolated incident. Openly-fascist organizing is not new to Rhode Island, just as it isn’t new to any other state in the U.S. Empire. The attack on Red Ink fits neatly not only into the deeply reactionary, blood-soaked history of this settler-republic, but also tracks with an observed uptick in violent right-wing and paramilitary activity in New England generally, and Rhode Island specifically.</p>



<p>Two organizations, Patriot Front, which is a broad fascist organization headquartered in Texas, and NSC-131, a self declared neo-Nazi organization, are responsible for the bulk of fascist activity in Rhode Island. Both are a product of a milieu of new fascist organization that bubbles up from, and finds fertile soil in, a white suburban petit-bourgeoisie that finds itself increasingly subject to downward pressure and proletarianization. On the national stage, Patriot Front has launched a campaign of violent terror and reactionary propaganda against left-wing organizations and marginalized groups across the country. An accounting of all of Patriot Front’s vile acts is beyond the scope of this piece, but notably the organization recently found national attention after 31 of its masked and uniformed members, armed with bludgeoning weapons, knives, and handguns, were arrested in Washington State on their way to attack a local Pride parade. NSC-131 (“Nationalist Social Club,” an intentional nod to National Socialism, and 131 for ACA: Anti-Communist-Action) has a smaller, more regional footprint, operating in New England and based mainly in New Hampshire.</p>



<p>Between them and their partners the Proud Boys, as well as various presumably unorganized fascist elements in the area, a major intensification of fascist activity is sweeping the state. According to the Anti-Defamation League (a liberal organization with dubious politics which nevertheless offers systemic tracking of certain types of fascist activity), Rhode Island saw an increase of 384% in terms of incidents of white supremacist activity as measured by propaganda actions between 2019 and 2021. Propaganda depicting NSC as a white vanguard defending New England against a Black and Jewish “assault” has been distributed in several Providence suburbs and the city itself. According to the Providence Journal, in July members of NSC-131 were apprehended by East Providence police having just posted their racist flyers at the Gordon School on Maxfield Avenue, an institution that teaches children as young as five and as old as thirteen, and which touts itself as a leader in progressive and inclusive education in the state. It should be noted that the local police did not arrest the fascists because of an objection to the content of their propaganda, but <em>rather</em> because East Providence has a law against stapling paper to light posts and because the fascists refused to identify themselves when asked.</p>



<p>The attack on Red Ink is not alone; the local office of Black Lives Matter Providence was also attacked by fascists in December of 2021.</p>



<p>All the evidence points towards a steady increase in right-fascist numbers, determination, and organizational strength. Their campaign of terror and repression against the nationally oppressed, and against LGBT persons and persons of oppressed genders, in Rhode Island demonstrates conclusively that the most violent reactionaries have entered a new phase in the past few years, one in which their forces strengthen themselves and coalesce with ever increasing ferocity and speed.</p>



<p>As Communists, we understand that fascism is but the most naked, most brutal expression of the bourgeois dictatorship. We understand that American fascism traces its roots back not just to the legacy of Hitler and Mussolini, but back further, through the history of the Ku Klux Klan and the genocidal slave regime of the old south; through the settler militias which raped, murdered, and expropriated their way across an entire continent of indigenous peoples. We know that Patriot Front and NSC-131 and all the rest are the inheritors of the legacy of those who, by force of arms and fire and terror, brought down Reconstruction and foreclosed the possibility of a democratic revolution in the Black Belt, plunging millions of ex-slaves back into the most inhuman living conditions and ensuring that the centuries-old regime of white supremacy would continue to rule over the land unthreatened. These forces, working with the support, sometimes open, sometimes cloaked, of the imperialist ruling class, draw their foot soldiers from among the dissatisfied white male suburbanites and put them to work suppressing any movement which threatens the dictatorship of capital and the reign of white supremacy. The more conditions in North America worsen, the more profits dry up, the more the internal contradictions of capitalist society sharpen, the more emboldened these most reactionary of capital’s defenders will become; and, indeed, the more the capitalist bourgeoisie will rely on them to do their dirty work.</p>



<p>The workers, the nationally oppressed, LGBT persons, non-men, and everyone who stands on the side of progress and liberty must stand firm and stand together in the face of the fascist terror. We must turn to community self-defense and self-organization to turn capital’s foot soldiers away from our neighborhoods, our cities, and our childrens’ schools. We must be clear that antifascist street tactics can and do work when deployed by a determined, organized community. This does not mean seeking out and violently engaging the organized fascist right at the first opportunity. Launching ourselves ill-prepared against Patriot Front or NSC-131, challenging them on an individual basis in the streets, or allowing them to bait us into a confrontation that can only happen on their terms, things might satisfy our sense of justice or our immediate desire to engage in the struggle in a real and visceral way, but a rejection of studied tactics won’t make our communities any safer. Worse, when we are unprepared or unorganized and we engage on the terms set by the right fascists, it merely strengthens their resolve and increases their numbers. It is only through superior organization that we can carry the day.</p>



<p>Obviously, we cannot rely on the police to defend us. They support the American white supremacist status quo and many — a great many — individual officers are sympathetic to (or are actually members of) fascist organizations. We must rely on each other, instead.&nbsp;</p>



<p>Talk to your neighbors, organize open and frank public conversations among those in your neighborhood who reject the encroachment of white supremacists into their streets. Develop plans for neighborhood watches in areas targeted by the fascists for propagandizing and recruitment. Educate yourself and your neighbors about self-defense and first aid. Prepare to send defenders to the Planned Parenthoods and mosques and synagogues and protests and marches and anywhere else the fascists dare to show their faces. Strengthen your connections with your community so that you can stand up against the enemy and teach them that the oppressed masses of this country will not be cowed by the fascist terror.&nbsp;</p>

<h2 class="wp-block-heading">New England neo-Nazi organization on the march in CT</h2>



<p>In the past several weeks, the openly neo-Nazi organization “NSC-131” has stepped up its activities in Connecticut. The organization appears to have recently initiated a recruitment, visibility, and terror campaign across the state. Its members have so far flyered around Bristol, Hartford, West Hartford, and Southington, spreading their Nazi propaganda and seeking like-minded fascist militants.</p>



<p>Connecticut, as with other states in New England, has become a breeding ground for a new wave of fascist recruitment. For instance, one of the leaders of the Patriot Front, Alex Beilman, is a Meriden resident originally from Wallingford. And this isn’t the first time that NSC-131 has taken action in Connecticut: In May, for instance, NSC-131 members hung a Nazi banner from a Hartford overpass. The organization was founded in Massachusetts in 2019 and has been rapidly growing in numbers, expanding into new states and counties, and forming connections with other fascist organizations since then.</p>



<p>The basis of NSC-131’s ideology is white supremacy, with particular emphases on anti-blackness and antisemitism. The organization absurdly claims that white settlers in New England and the U.S. generally are “under attack” and must be “defended” from such “threats” as civil rights organizations (they name Black Lives Matter), Black and Latino street gangs, anti-fascists in general and Communists in particular, an elaborate (and fictitious) Jewish conspiracy, and the other usual targets of Nazi conspiracy theories and violence. “NSC” stands for “National Social Club”, which refers to the “National Socialism” of the Nazi Party, while 131 is a code for “Anti-Communist Action” (ACA).</p>



<p>NSC-131’s leader, a man named Chris Hood, came out of the “libertarian” fascist Three Percenter and Patriot Front organizations and is widely suspected by anti-fascist activists to be an FBI informant, as are many leading figures in civilian-fascist movements across the U.S. Other known members of NSC-131, whose identities were revealed in a doxxing campaign carried out by anti-fascist activists, include men by the names of Liam MacNeil, Andrew Hazelton, Harrison Fournier, Jeremiah Shivers, and Tyler Moody.</p>



<h2 class="wp-block-heading">The forces of fascism at work in America</h2>



<p>Who is Hood and who are his Nazi followers? White suburbanite psychopaths; the spoiled, dead-eyed sons of wealthy small business owners, landlords, real estate developers, white-collar professionals, and cops; silver spoon-fed university students at UMass Lowell; “security experts”, NRA-certified firearms instructors, members and ex-members of white-power militias, such as the III%ers; undercover cops and undisguised klansmen. NSC-131 is a club for future mass-shooters and fascist insurrectionists of the type who carried out last year’s January 6th pro-Trump coup attempt. These neo-Nazi civilian fascists are the shock troops, the unofficial brownshirts, and the state-sanctioned terrorists of the settler-capitalist ruling classes, and they will only become more violent and better organized as the accelerating periodic crises of capitalism jolt the imperialists and lesser capitalists into heightened panic and frenzied reaction against the oppressed masses.</p>



<p>Nazism is not new or foreign to this country, nor is it an aberration in American history. American neo-Nazism is nothing but the U.S. Empire’s founding principles taken to their extreme, yet logical, conclusions. This not-so-unique variety of fascism is the purest expression, unbridled by “liberal” sensibility and decorum, of the class interests of our propertied-settler enemies. In past decades, this American-made fascism has been taken up by Know-Nothings, Klansmen, Eugenicists, and Hitlerites, and represented by such captains of American expansion as Andrew Jackson, Henry Ford, and Ronald Reagan. A manifestly fascist America — the America represented by a president like Donald Trump, a ruthless billionaire like Jeff Bezos, and a reactionary jurist like Clarence Thomas — is the inevitable result of economic processes that began with the landing of English settlers in New England, their genocidal extirpation of the Native peoples, their enslavement of Africans in the Carolinas, and their militant expansion west. This is America.</p>



<h2 class="wp-block-heading">Anti-fascist tactics and fascist reaction</h2>



<p>Unfortunately, some of our anti-fascist comrades (and some long-time grifters operating in online anti-fascist spaces) have “taken the bait” and retaliated against this fascist upsurge from a weak and unprepared position. Uncensored images of NSC-131’s posters, flyers, and other promotional materials circulated online, going viral thanks to (rightfully) angry shares, effectively providing our enemies with free advertising. Without carefully censoring contact info, well-meaning but unthinking anti-fascist activists have all but ensured that NSC-131 will reach its intended audience of “disaffected” neo-Nazi youths. Meanwhile, the recent doxxing campaign against NSC-131 has, very predictably, provoked a violent reaction, against which we are unprepared to defend ourselves and oppressed communities in New England.</p>



<p>While we of course support any and all <em>effective a</em>nti-fascist action, we implore our comrades to think as strategists, not as adventurists. Exposing, inconveniencing, intimidating, and street-fighting with fascists might offer catharsis to some, but such actions must be planned to inflict maximum damage with minimum repercussions, and self-defense against the inevitable fascist reaction must be prepared ahead of time. We must strike <em>only o</em>nce we can achieve a <em>total, decisive, conclusive </em>victory over our enemies, only once we can effectively <em>end t</em>hem. We must utterly destroy our enemies without getting destroyed in turn, and without allowing the oppressed masses to suffer the brunt of fascist reaction. We cannot sacrifice the safety of our comrades, our allies, and vulnerable persons among the oppressed masses for the fleeting dopamine rush provided by the sort of ephemeral, ultimately meaningless “victories” against a handful of opponents we saw this week.</p>



<h2 class="wp-block-heading">Community self-defense urgently needed!</h2>



<p>Fascist violence is almost never punished by the state. In fact, FBI operatives often groom and set loose mass shooters; the horrific mass shooting carried out in Buffalo this May is the most recent example of such operations. Aside from this, warning signs of violence from angry, anti-social white men are routinely “overlooked” and “ignored”, if not actively fostered, by the police and other agents of the State. That&#8217;s one of many reasons why we can&#8217;t trust the government, local or federal, to end the problem of rising fascism. And this <em>is a</em> problem — one that&#8217;s not going away.</p>



<h4 class="wp-block-heading"><strong>So, what’s the alternative?</strong></h4>



<p>Community self-defense. The State will not defend oppressed communities; it is up to us to keep ourselves, our loved ones, our neighbors, and our communities safe from fascist violence. We must organize and defend one another.</p>



<h4 class="wp-block-heading"><strong>So, what should you do?</strong></h4>



<p>Talk to your friends and family today. Talk about what&#8217;s happening with your neighbors tomorrow, and promise to look out for one another. Hold a community meeting this week. Go to your community centers, churches, mosques, synagogues; meet in libraries, public parks, and people’s homes. Learn self-defense and first-aid skills with your loved ones and neighbors. Organize a neighborhood watch and carry out patrols to keep the most vulnerable folks in your community safe. Calmly follow and intimidate civilian fascists and cops until they leave your streets.</p>



<p>Do not trust the police. Do not talk to the police. Do not rely on the police. The police support fascist violence. <strong>Cops and klan go hand-in-hand.</strong></p>



<h4 class="wp-block-heading"><strong>To our anti-fascist comrades:</strong></h4>



<p>We<em> c</em>all on all anti-fascists in New England to go out and serve the oppressed communities targeted by the forces of fascism — civilian and State alike. Bring the masses education, raise their consciousness, hold mass meetings, learn from them and attempt to meet their needs, and organize and equip them with skills and tools in preparation for practicing community self-defense. Create the conditions that will allow us to victoriously and permanently expel NSC-131, Patriot Front, and all other civilian fascist organizations from our cities and counties.</p>



<p>We cannot win through superior arms — not yet. We cannot win through superior violence. Early clashes and confrontations, amateurishly instigated from a position of weakness, will only embolden, harden, and serve to expand NSC-131 and their larger network of fascist organizations; do not make the most vulnerable persons among the oppressed masses suffer the wrath of fascist reaction at this stage, when we lack the means to fight back <em>and win.</em> <strong>We can only win, long-term, through superior organization and superior strategy.</strong></p>

<p>Since the writing of this article but before its publication, a local committee of concerned persons has formed in Bristol, Connecticut. This is the <a href="https://www.facebook.com/groups/407255548029051" target="_blank" rel="noopener">Bristol Anti-Racism Brigade (BARB)</a>, which has begun discussions about how to counter this open Nazi action.</p>
